Purpose
The purpose of this policy is to provide faculty, staff, students, visitors, and contractors a campus environment that promotes health and well-being by prohibiting smoking and the use of tobacco products on campus.
Policy

“Smoking,” as used in this policy, means inhaling, exhaling, burning, or carrying any lighted cigarette, cigar, pipe, water pipe, or electronic cigarette. “Tobacco products," as used in this policy, include, but are not limited to, cigarettes, cigars, pipes, smokeless tobacco (such as chewing tobacco and snuff), and water pipes (hookah).

This policy is based on scientific evidence and concerns regarding the negative effects of the use of tobacco products, both on the user and, where the product is smoked, on others who may be exposed to the exhale.

Smoking and the use of all tobacco products, as well as littering the campus with the remains of any tobacco products, is prohibited at all times and at all locations on the campus of The University of Alabama in Huntsville, including University-owned and leased facilities, properties, grounds, and any vehicle parked on campus regardless of ownership.

This includes but is not limited to the following:

  • The interior of all University-owned buildings;
  • All outside property or grounds of the campus, including sidewalks, parking lots, parking decks, and recreational areas;
  • All partially enclosed areas such as walkways, breezeways, patios, porches, gazebos, tents;
  • Within any University-owned vehicles, including buses, vans, shuttles, golf carts, and all other University vehicles;
  • All indoor and outdoor athletics venues and facilities; and
  • All other real property, buildings, and facilities under the primary control of the University.

This policy applies to all faculty, staff, students, visitors and contractors. Organizers and attendees at public events, such as conferences, meetings, public lectures, social events, cultural events, and athletic events using University-owned facilities, grounds, and properties are required to abide by this University policy. Organizers of such events are responsible for communicating to attendees the policies of the University and for enforcing this policy.

Additionally, the advertising, sale, or free sampling of tobacco products via University-controlled venues, signage, and outlets is prohibited on campus, regardless of the vendor.

Exclusions: Smoking may be permitted for controlled research, educational, theatrical, or religious ceremonial purposes, with prior written approval of the Dean, Director, or Unit Head responsible for the facility.

Smoking may also be permitted on properties the University owns but leases or otherwise conveys an interest (e.g., an easement) for a non-University party, according to the provisions of the applicable lease or agreement and with the prior approval of the Senior Vice President for Finance and Administration.

Procedure
  • This University policy will be communicated in writing to all prospective students and candidates for employment, as well as all current students and employees.
  • Complaints regarding a violation of this policy that are not remedied by means of a personal request to the offender are to be brought to the attention of the offender's immediate supervisor or, for an academic building, the Dean.
  • Signs will be posted in appropriate areas throughout the University announcing that UAH is a smoke- and tobacco-free campus. The signs will be placed and maintained by the Facilities and Operations Department.
  • The Employee Health Clinic and the Student Health Center will provide, upon request, tobacco use cessation information, materials, and referrals to all interested faculty, staff, and students. Human Resources will provide smoking and tobacco use cessation classes.
  • The smoke- and tobacco-free policy will be incorporated into the staff and faculty handbooks by Human Resources and the Office of the Provost, respectively, and into the student handbook by the Office of the Dean of Students. The Office of University Housing and Residence Life shall incorporate this policy into the Guide for Residential Living. Risk Management shall incorporate this policy into the Fleet Vehicle Safety Policy.

Respect and Responsibility: The success of this policy depends on the thoughtfulness, consideration, and cooperation of smokers, non-smokers, and users of tobacco products. All members of the University community share in the responsibility for adhering to and enforcing this policy. All faculty, staff, students, visitors, contractors, and other individuals on campus who are in violation should be reminded that UAH is a smoke- and tobacco-free campus and asked to comply with this policy.

Review
The Senior Vice President for Finance and Administration is responsible for the review of this policy every five years (or whenever circumstances require).
