Biography

Mr. Spurlock was born in Beaufort, South Carolina. He received a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University in Daytona, Florida. He completed Officer Candidate School and received his commission as a second lieutenant of Armor in April 1997. He also holds a Master of Science in Management, Acquisition, and Contract Management from Florida Institute of Technology, Melbourne, Florida, attained Executive Certification in Accelerated Management from the Yale School of Management and Executive Certification in Leadership and Management from the Mendoza College of Business, University of Notre Dame.

His military education includes the Armor Officer Basic Course, the Infantry Mortar Leader Course, the Nuclear Biological Chemical Defense Course, the Armor Officer Advanced Course, the Combined Arms Services Staff School, Combined General Staff College, the Acquisition Intermediate Qualification Course at the Institute for Advanced Studies, University of Texas, the Army Acquisition Basic Course, the Army Intermediate Logistics Course, the Army Basic Contracting Course, and the Army Intermediate Contracting Course. Prior to receiving his commission Mr. Spurlock served with the 75th Ranger Regiment and deployed to Operation Desert Storm with the 24th Infantry Division and was named Aviation Branch NCO of the Year. Mr. Spurlock retired with 28 years of active military service as a Lieutenant Colonel in November 2016.

Mr. Spurlock holds DAWIA Advanced Level Certification in Program Management, Foundational Level Certification in Contracting; is a Demonstrated Master Logistician, and DAU Credentialed in Advanced and Foundational Contingency Contracting, Digital Engineering, Services Acquisition, and Agile Acquisitions. Mr. Spurlock served as a Senior Mentor for Army Contracting Command Deployment Mission Rehearsal Exercises. He currently serves as an Academic Operations Officer and Professor of Contracting at the Army Acquisition Center of Excellence in Huntsville, Alabama where he teaches Ethics in Leadership and Contingency Contracting. He serves as both Director of the Army Acquisition Pre-Command Course and the Army Contracting Pre-Command Course.
