Phil has been consulting in business capture and proposal development since 2020. He previously served as a Program Manager for Aviation Systems at Quantum Research International from 2016-2020. He retired from the Army as a Colonel in 2016 where he served in a variety of acquisition and logistics positions throughout his career, including Assistant Program Executive Officer for PEO Aviation, Chief of Aviation Maintenance, Project Director, Director of Operations, and Contracting Officer.

He is a member of the Defense Acquisition Corps and is Level III Certified in Program Management, Contracting, and Life Cycle Logistics. He holds a Blackbelt Certification in Lean Six Sigma from the Army Materiel Command (AMC), a certificate in Program Management from Syracuse University, a certificate in Executive Logistics Management from the Society of Logistics Engineers, a certificate in Supply Chain Management from The University of Alabama in Huntsville, and a certificate in Contract Management from Florida Institute of Technology. He is also a graduate of the Air Force’s Air War College and the Army’s Command and General Staff Officers course.

Phil has taught numerous courses related to contracting and supply chain management at UAH. He holds a Master's in Business Management from Troy State University and a Master's in Instructional Technology from Mississippi State University.
