Biography

Steven Mullins is currently the Vice President of Test Operations at SECOTEC, Inc. in Huntsville, Alabama. He has over 38 years of experience in the areas of analysis, assessment, and testing of strategic and tactical defense system hardware. This includes test design, planning, preparation, conduct, and post-test data analysis for laboratory, and field/flight mission testing. Mr. Mullins has also been involved in the development of unique and specialty test facilities with a wide range of test approaches and techniques from bench testing to MDAP programs. 

Mr. Mullins has performed all aspects of testing including experiment design, detailed test planning, providing critical inter-agency communication and coordination, test conduct, and recording and assessing the resulting data. This has included identifying critical issues, specifying technical and programmatic requirements, and defining the technical program elements. These areas are reinforced with extensive hands-on experience in the design, development, and testing of missile system-related hardware in the laboratory, at wind tunnels, and at test ranges. His history includes successes in the testing of hypersonic, aero-optic effects in the laboratory and wind tunnels and arena and range testing of missile hardware and systems. His efforts have been key in the development of a Live Fire Test and Evaluation (LFT&E) capability at Holloman AFB to be used in the Congressionally mandated LFT&E of THAAD; the next generation Patriot Missile System (PAC-3); and the Navy’s STANDARD Missile system.
