I. NAME AND AFFILIATION OF LODGE
B. The lodge will be affiliated with the Tennessee Valley Council, B.S.A., and shall be under the supervision of the Council Camping Activities Committee and under the administrative authority of the Council Scout Executive.
C. This lodge shall be divided into chapters. Each chapter shall come under the supervision of the related District Camping and Activities Committee and District Scout Executive and be governed by these lodge rules.
II. INSIGNIA
B. The basic Insignia of this lodge shall be the following:

b. Lodge neckerchiefs may be worn at official Order of the Arrow functions.
3. Universal Arrow Badge: The Order of the Arrow Universal Badge may be worn as part of the official uniform. It shall be worn hanging from the button of the right flap of the uniform shirt pocket, with the arrow pointing upward and to the right. The Universal Badge may be worn by all members of the Order of the Arrow when in uniform.
4. Arrow Pin: The Arrow Pin may be worn on the left lapel of civilian clothes with the arrow pointing to the fight shoulder.
5. Order of the Arrow Sash: The Order of the Arrow Sash shall be worn over the right shoulder and snapped on the left waist. It shall never have anything pinned or attached to it except if so designated nationally. The sash may be worn only at official lodge activities and special Scout functions when members need to be identified for rendering special service. No more than one sash may be worn at a time.
C. Order of the Arrow insignia may be sold, issued, or worn only by active members of this lodge whose current dues are paid. Presentation of a current membership card may be required as proof of membership.
D. Any current member of the Kaskanampo Lodge may purchase one lodge flap at every authorized lodge event they attend. New Ordeal members may purchase one lodge pocket flap at their Ordeal. This is in addition to the one issued to them as part of their induction fee.
E. All members shall wear the current lodge pocket flap when representing the lodge at 0. A. activities such as Section Conclave, National Leadership seminars, N. 0. A. C., or any activity that the executive committee considers appropriate.
III. MEMBERSHIP
B. Ordeal Membership: The procedures for the Ordeal shall be as stated in the "Order of the Arrow (OA) Handbook"; and the "Manual for the Ordeal".
C. Brotherhood Membership: Completion of the Brotherhood membership requirements shall be in accordance with the current "Order of the Arrow (OA) Handbook" and the "Brotherhood Ceremony".
D. The Vigil Honor: Attainment of the Vigil Honor shall be in accordance with the requirements in the current printing of the "Order of the Arrow (OA) Handbook" and the "Vigil Ceremony" handbook.
IV. FINANCE
B. There shall be an induction fee, payable at the time of induction, for which the Ordeal members shall receive:

5. Current edition of the lodge pocket flap.
C. Dues may be charged to the members of the lodge for the purpose of covering the cost of administrative expenses. The amount of these dues shall be established by the lodge or executive committee with the approval of the Scout Executive. Chapters may not charge their members dues. The fiscal year for these dues shall be from January 1 to December 31 to coincide with the Tennessee Valley Council's accounting year. Members not paying their dues by February 1 will be considered inactive.
D. A budget shall be prepared from the estimated expenses of the chapters and the lodge for the next year with he approval of the executive committee and the Scout Executive. This budget will be presented to the lodge for approval at the December lodge meeting. Major expenditures of the lodge require the prior approval of the Lodge Lay Advisor, the Lodge Professional Advisor, or the Council Scout Executive. All bills submitted for payment must be accompanied by appropriate receipts and have the endorsement of the Professional Advisor, Lodge Lay Advisor, or Scout Executive.
E. Inactive members (those identified as not having paid their dues before February 1 of the current year) may be restored to active status by paying the dues of the current year plus a penalty of one-half of the current dues, regardless of how long a member has been inactive. Active members transferring from another lodge may become active members of the Kaskanampo Lodge by paying the current dues of the lodge. Inactive members requesting a transfer from another lodge into the Kaskanampo Lodge must pay the same dues and penalty as the Inactive members of the Kaskanampo Lodge.
V. OFFICERS AND EXECUTIVE COMMITTEE
These elected officers must be less than twenty one years of age for their entire term of office, reside within the confines of the Tennessee Valley Council (TVC) during their term of office, and able to participate in the program of the lodge.
B. The Executive Commnittee shall be composed of the elected lodge officers, immediate past Lodge Chief, lodge operating committee chairmen, Lodge Lay Advisor, council camping committee member, Chapter Chiefs, and Advisors to each chapter, Council Scout Executive, Lodge Professional Advisor, and two members-at-large.
C. Lodge officers shall be elected at the first lodge meeting after September 1 of each year.
b. The nominating committee shall meet at least one month prior to the time of the election. The committee should be appointed at least three months prior to the election.
c. The nominating committee may receive the names and qualifications of those youth members desiring a particular office in any way they deem necessary. A youth member's qualifications and desire to hold office shall be checked by the committee before the slate is formed.
2. Election: The nominating committee shall present it's recommended slate of officers at the first lodge meeting after September 1. Notice of the election meeting shall be sent to all members at least two weeks prior to the election. The lodge officers shall be elected from the slate on a majority vote of those present. The officers shall serve a term of one year and may succeed themselves in office.
In the event a lodge membership fails to accept the recommendation of the nominating committee, a new committee shall be appointed as prescribed. It shall report at the next meeting of the lodge.
After being elected, lodge and chapter officers shall take office by January 1.
D. The officers of each chapter of this lodge shall be Chapter Chief, Chapter Vice-Chief(s), and Chapter Secretary.
2. Duties: The duties of the Chapter Chief and other chapter officers shall be similar to that of their lodge counterparts.
3. Chapter officers shall be elected at the October meeting of each chapter. The manner of nomination and election shall follow the lodge procedure.
E. The Lodge Lay Advisor and Lodge Professional Advisor shall be appointed by the Scout Executive in consultation with the Council Camping and Activities Chairman. The lodge advisors shall be selected at the same time the lodge recharters with the National organization.
VI. DUTIES OF OFFICERS AND EXECUTIVE COMMITTEE
B. Lodge Vice-Chief (Administration): The Vice-Chief for Administration is the first Vice-Chief and shall assume all duties of the Lodge Chief in the event that he is in any way unable to perform his duties.

D. Lodge Secretary: The Lodge secretary shall take, transcribe, and distribute minutes of all meetings and functions of the lodge and lodge executive committee. He shall prepare such correspondence as required by the lodge. He shall aid in keeping the lodge records. He shall work with the lodge membership committee to maintain accurate membership records. He shall see that all persons paying lodge dues receive a membership card signed by him and that the proper information is recorded. He shall be the historian of the lodge. He shall make a written record of the awards and activities of the lodge and shall be the custodian of these and past records.
E. Lodge Treasurer: The Lodge Treasurer shall collect all fees and dues at all lodge functions. He shall make reports of the lodge finances to the executive committee quarterly and to the lodge annually. He shall aid the lodge finance committee, to prepare a budget.
F. The executive committee is the operating committee of the lodge. It shall carry on the business of the lodge between lodge meetings, coordinate the work being done by the officers and operating committees of the lodge and act as an authority on business of the lodge in the absence of a lodge meefing. The Lodge Chief shall be the chairman and shall preside over all meetings. A meeting agenda prepared by him shall be presented to the members prior to the meeting. He shall have meeting minutes reproduced and sent to each member prior to the next meeting. The executive committee shall meet at least six times a year. Specific duties of the executive committee are assigned as follows:
2. Establish the unit election procedure.
3. Receive the resignation of any lodge officer and approve appointment by the Lodge Chief to fill vacancies.
4. Establish and approve a budget for the lodge.
5. Establish yearly dues and fees necessary for the lodge operation.
6. Approve the lodge program submitted by the Lodge Chief.
7. Establish the design of the lodge symbol.
8. Establish or dissolve chapters within the lodge.
9. Approve recommended adult registered members of the B.S.A. to membership in Order of the Arrow.
10. Review requests for dismissal of any lodge chapter officer or member and make appropriate recommendations to the Scout Executive.
11. In the absence of a lodge meeting, the executive committee shall have the authority to conduct any business that the lodge, were it assembled, could authorize.
VII. OPERATING COMMITTEES
A. Activities Committee: The Activities Committee shall be responsible for the final plans of any lodge project or activity assigned to it by the Lodge Chief or executive committee. Any projects or activities desired by the membership may be referred to this committee for preliminary investigation. This committee shall plan and develop lodge service projects and activities.
B. Camp Promotions Committee: The Camp Promotions Committee shall work with the Council Camping and Activities Committee to develop plans for camping promotion. This committee shall also be responsible for updating the "Where to Go Camping and Hiking" booklet.
C. Ceremonial Committee: The Ceremonial Committee shall be in charge of all lodge ceremonies. This committee will provide for Call-Out, Ordeal, and Brotherhood ceremony team members. This committee shall train ceremony teams and provide costumes and properties for the ceremony.
It shall be the obligation of each of the ceremonial team members to commit to memory that part of the ceremony assigned to him. All ceremonies shall be in accordance with the ceremony handbook approved by the Order of the Arrow.
D. Finance Committee: The Finance Committee shall prepare and present the annual budget at the November lodge executive meeting for the coming year. The committee shall issue quarterly financial reports to the executive committee, work with the Lodge Secretary and membership committee to determine each member's active and inactive status, and shall plan and supervise all lodge fund-raising activities.
E. Membership Committee: The Membership Committee shall be responsible for the accumulating and maintaining of accurate membership records. The chairman shall advise the treasurer by 1 February of those members whose dues have lapsed.
F. Publication Committee: The Publication Committee shall be in charge of publishing all major lodge publications which are to be sent to the total lodge membership. This committee shall gather news for publication in the quartery lodge bulletin, the "Mussel Shell". The committee will publish and distribute the "Mussel Shell" quarterly to all current members of the lodge. The committee shall coordinate with the membership committee to keep a current mailing list of all lodge members.
G. Service Committee: The Service Committee shall suggest, make complete plans, and assist with lodge service projects. These projects shall have lodge approval.
H. Unit Election Committee: The Unit Election Committee shall be responsible for submitting election material to the Scout leaders in the council. It shall organize and train the members of the lodge in holding elections. It shall work with the unit leaders in holding elections and forward the results to the the lodge for compilation. It will advise the lodge and chapter chiefs of the listing of candidates for the Ordeal membership. It shall provide the lodge executive committee with a list of adult candidates recommended for approval.
I. Records Committee: The Records Committee shall compile statistics used in the lodge application for charter renewal. The records of this committee shall be available on request to support any lodge or chapter activity.

B. There will be at least six executive committee meetings per year and at least four lodge meeting per year.
C. Special meetings of the lodge or executive committee may be called at the request of the Lodge Chief, the Scout Executive, his designated representative, the Lodge Lay Advisor, or ten percent of the active members of the lodge. The request of the members must be in writing and must contain the signatures of ten percent of the total lodge membership.
D. Each meeting of the lodge shall be opened with the Obligation of the Order of the Arrow.
E. Only youth members (under 21 years) may vote or hold office in the lodge. Youth members who wish to hold office have equal privileges and opportunities regardless of Ordeal, Brotherhood, or Vigil Honor membership standing.
F. Except as otherwise provided for, "Robert's Rules of Order" shall be followed at all functions of the Kaskanampo Lodge. The order of business at all meeting shall be as follows:

IX. GENERAL
B. In the event that any elected officer, other than the Lodge Chief, is unable to fulfill his duties, he shall submit a letter of resignation to the executive committee; and a temporary officer to complete the former's term of office shall be appointed by the Lodge Chief with the approval of the executive Committee.
C. Any officer of the lodge or chapter may be removed from office by the affirmative vote of two-thirds of the members present at a special meeting of the lodge or chapter called for that purpose, but only after the officer has been given an opportunity to be heard.
D. If any officer of a chapter or the lodge is not present at three consecutive meetings, he shall be automatically suspended from his position; and the executive committee shall take action to replace him, but not before he has been given an opportunity to be heard.
E. All lodge members are required to wear an appropriate costume or full Scout or Explorer uniform while attending any lodge induction ceremony. Costumes which may be worn by members at ceremonies are as follows:

b. Ordeal members may wear a breach cloth, headdress of three feathers or less, and any jewelry desired.
F. Adults in the lodge serve as advisors to various committees, projects, and programs in the lodge. Every lodge officer, committee chairman and chapter officer requires the assistance of an adult Scouter as his advisor. The success of the lodge program is greatly dependent upon the efforts of these men. It is the responsibility of each adult to volunteer to help in the area where he has the capability. While the youth members actually operate the activities, the adult supplies the push and stabilizing effect without which the program would fail.
