Issue comments: The S18 was issued to commemorate Kaskanampo 310's
participation in the 1996 National Order of the Arrow
Conference in Bloomington, Indiana. 1000 were originally
ordered and put up for sale at the council office, but no
notification of the sale of these flaps was given to the
NOAC delegates before they were sold out. Fortunately,
600 flaps were retained by the NOAC contingent leader for
distribution to delegates at NOAC. An additional 1000
flaps were ordered and sold after NOAC. Of the 2000
flaps that were purchased for NOAC, only 600 were
actually available for trade at the event.
