Issue comments: The S16 was issued as a restricted flap commerating the
50th (Golden) anniversary of Kaskanampo Lodge 310. The
lodge already had an unrestricted anniversary issue in the
S15, but it was felt the lodge needed a flap that would be
of greater value to the membership. It was also felt that
the S13 design should be used as a basis for this issue.
Issue of the S13 was suspended during 1995 for the
celebration of Kaskanampo 310's Fiftieth Anniversary.
During this time the S15 and S16 anniversary flaps were
issued instead.
This design is one of the few underwater scenes produced
on OA patches.
