WHEREAS,                President Williams has written in his October 6 letter that requests for pertinent information related to the 9 items (in the Executive Committee's question letter of September 22) have not, to his knowledge, been made;

and

WHEREAS,                On-campus residency policy is the subject of one of the 9 questions;

and

WHEREAS,                Faculty representation of various stripes have stressed to the administration, including the September 22 letter to the President, that administration communication with faculty has been in need of improvement, with the President responding on October 6 that improved communication is an administration goal;

and

WHEREAS,                The Senate's Undergraduate Scholastic Affairs Committee (UGSAC) had requested prior to October 6 that Housing Director Maxon present pertinent information about residency policy;

and

WHEREAS,                When the UGSAC met with Mr. Maxon and Vice President Pinner on October 15, Mr. Pinner made reference to a business plan (Moody’s plan) for bond rating purposes that was understood by UGSAC to contain statements regarding residency policy commitments or the effect of policy on housing subscriptions;

and

WHEREAS,                Senate action of October 1 ordered the UGSAC to collect information about residence policy for reports back to the Senate;

and

WHEREAS,                The Senate's position is that confidence in communication improvements is predicated on demonstration in deed by the administration, in particular on matters assigned to Senate committees;

and

WHEREAS,                The Senate's position is that all requests for documents made by Senate representation, given the recent statements from President Williams about communication and willingness to supply documents, should receive sufficiently prompt attention without the necessity of Senate bills to catch that attention;

 

NOW THEREFORE BE IT RESOLVED

That the Senate's position is that the administration should supply the business plan to the UGSAC immediately. In addition, the Senate's position is that any other documents and communications related to conditions and covenants connected with the residence hall bond rating from Moody’s or other rating agencies or connected with bond underwriting/placement should be provided within two business days to UGSAC.

NOW THEREFORE BE IT RESOLVED

That the Senate requests the Senate President take immediate steps to aid the UGSAC in securing the access to the business plan and other condition and covenant documents.
