Real-Time Labor Evaluations

The presentation will provide an overview of real-time labor evaluations. The training will
explain what a real-time labor evaluation is, why DCAA performs them, what the contractor will need to provide, and discuss advance notification in relation to a real-time labor evaluation. The impact of a Work from Home Program (Telework) will also be discussed. Employee interviews, including examples of interview questions and the procedures a DCAA auditor will perform will be explained. Participants will also learn how uncompensated overtime impacts the effective labor rate calculation, how the contractor response to the evaluation is handled, and some common deficiencies.

Monitoring Subcontracts
The presentation will provide an overview of what a contractor should know about
subcontracting: subcontract selection, subcontracting requirements, and the responsibilities of the prime contractor. The applicable FAR requirements will be discussed as well as the business systems involved with monitoring subcontracts. Participants will learn what information is required to be submitted with the annual incurred cost submission and what the subcontractor will need to provide to the prime. Finally, common deficiencies and frequently asked questions will be provided.

Contract Briefs
The presentation will provide an overview of the reasons for requiring contracts be briefed and what needs to be included in a contract brief. Participants will also be shown the DCAA
Incurred Cost Electronically (ICE) model Schedule O, which provides a standard template, and where to find the template on DCAA’s public website.

Guest Speaker:
Jeremy D. Scott is a DCAA Financial Liaison Advisor located at the U.S. Army Contracting Command, Redstone Arsenal, AL. In this capacity, he serves as an advisor to Command senior management and program officials on contract and financial issues. Mr. Scott is responsible for facilitating and coordinating audit services between DCAA field audit offices and the Command. As a Financial Liaison Advisor, he is routinely involved with delivering specialized training to Contracting Officials on accounting, auditing
and financial matters in areas of DCAA responsibility.
